The same pattern shows up in almost every account I take over. The campaigns are not the problem, the measurement is. Budget flows toward whatever the platform reports as a conversion, and when that signal is wrong everything downstream is wrong with it.

So I work in that order. Tracking first, then campaigns, then a dashboard that keeps both honest. I keep the client list small enough to be in every account myself, which means the person who builds your campaigns is the person optimising them and the person explaining the numbers.
